One of the recently proposed measures to change the insurance system and make it more cost per use oriented is to have the rules changed. The new measure would see ICBC charge customers based on how much they drive. Those who drive more kilometers each year would pay more than those who drive their vehicles less.
Some feel that this would be a more fair system as those who are on the road more have an increased chance of being involved in an accident. Some drivers hardly use their vehicles and have them parked in their garage, yet under the current system both groups would pay the same rates holding all other factors constant.
